Commission of inquiry on the awarding and management of public contracts in the construction industry: Appointment of the commission's counsel
MONTREAL, November 18, 2011 The Hon. France Charbonneau, President of the Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry confirms the appointments of Me Sylvain Lussier as lead Commission counsel, as well as that of Me Claude Chartrand, Me Denis Gallant and Me Sonia Lebel as co-counsel.
“These attorneys are experienced lawyers who are used to work on large scale files,” states Justice Charbonneau.
The Commission is completely independent and has put together a team of counsel and investigators that report to the Commission only. Since their appointments, the investigators no longer have any link of authority with their respective organizations. They now answer exclusively to the Commission, to which they have a duty of loyalty and confidentiality.
Contrary to what was stated in some quarters, the Commission will decide who it seeks to help it perform its duties.
Further, Commission’s counsel and investigators are the only one who will decide on the relevance of UPAC’s inquiries as they relate to the work of the Commission. They will also decide which inquiries will be initiated or continued in order to execute the mandate that was entrusted to them by the Commission.
Thus, it is essential that all organizations that may have information that could be useful and relevant, collaborate openly and honestly with the work of the Commission. This cooperation will be done under the exclusive supervision of the Commission.
