Appointment of the two commissioners to the commission of inquiry on the awarding and management of public contracts in the construction industry.
MONTRÉAL, November 9, 2011 – Following the constitution of the Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry, in conformity with the Act respecting Public Inquiry Commissions, Madam Justice France Charbonneau, of the Superior Court of Quebec, who presides the Commission, confirms that the Government of Quebec ratified the appointment of the two Commissioners she had proposed.
Madam Justice Charbonneau is pleased that Mr. Roderick A. Macdonald, lawyer and F.R. Scott Professor of Constitutional and Public Law at McGill University and Mr. Renaud Lachance, FCA, Auditor General of Quebec, have accepted to act as Commissioners. They will join the Commission on November 28, 2011. In the meantime, Mr. Lachance will table the report of the Auditor general to the National Assembly.
Both Mr. Macdonald and Mr. Lachance have outstanding qualities. Their vast and exemplary professional paths are invaluable assets. They constitute the evidence of the efficiency and independence of this Commission, which will execute its mandate in a timely fashion.
Because of the objectives set forth in its mandate, it is deemed necessary that it be executed in accordance with the provisions of the Act respecting Public Inquiry Commissions and this, from the very beginning of the execution of the mandate.
As it is the case for the selection of the two Commissioners, the Commission’s staff will be chosen in order to meet its specific needs. The President has worked on several aspects of what will constitute its team. These steps include, among other things, the hiring of lawyers, a director, investigators, researchers, experts, support staff and office space. The members of the Commission intend to inform the public of the progress of its work in due course.
